In 2018, the Ministry of Housing & Urban Affairs (MoHUA) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH signed an Indo-German technical agreement for an “Implementation Agreement in Sustainable Urban Development and Smart Cities in India.” This agreement laid the foundation for the ClimateSmart Cities (CSC) project.
Since June 2018, the MoHUA and the GIZ on behalf of the Federal Ministry of Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) jointly work on implementing India’s Smart City Mission with the objective to foster climate-friendly solutions for urban infrastructure projects and area-based development in the planning and implementation of projects. The CSC project is funded under the International Climate Initiative (IKI).
The three Smart Cities (with their respective state governments) of Bhubaneswar (Odisha), Coimbatore (Tamil Nadu) and Kochi (Kerala) were selected to be the project’s city partners. The experiences and learnings from these three cities will be transmitted to other urban areas.
The National Institute of Urban Affairs (NIUA), the Climate Centre for Cities (C-Cube) alongside the two German institutions Technical University of Berlin (TU Berlin) and Deutsches Institut für Urbanistik (DIFU) support the implementation of the CSC project from different angles through their varied expertise.

International Climate Initiative (IKI)
The Climate Smart Cities project is funded by the IKI of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The BMU instrumentalizes the IKI for the international financing of climate change mitigation and biodiversity in developing, emerging and transition countries. The funding of the IKI helps partner countries to implement and further develop their nationally determined contributions (NDCs).

Ministry of Housing & Urban Affairs (MoHUA), Government of India
MoHUA is a federal ministry of the Government of India tasked to formulate policies, sponsor programs and coordinate activities concerning housing and urban development in India. Climate Centre for Cities (C-Cube) at the National Institute of Urban Affairs (NIUA) under the aegis of MoHUA launched the second phase of a Climate Smart Cities Assessment Framework 2.0, which is the first national-wide monitoring tool allowing urban areas to be evaluated across 5 sectors and 28 indicators. Through this framework, 100 Smart Cities are enabled to assess their status on climate adaptation and mitigation and target future projects and investments to formulate climate actions. Besides, MoHUA has established the Climate Smart Cities Alliance in 2018.

NIUA acts as an apex body to support and guide the Government of India in its urban development plans and is therefore an important implementation partner for the ClimateSmart Cities project. Climate Centre for Cities (C-Cube)
The Ministry of Housing & Urban Affairs (MoHUA) under its Smart City Mission instituted the Climate Centre for Cities (C-Cube) within the National Institute of Urban Affairs (NIUA) with the vision to help Indian cities to strengthen, develop and implement climate actions. C-Cube performs the secretariat function for the Climate Smart Cities Alliance on behalf of NIUA. The centre also supports MoHUA in implementing the Climate Smart Cities Assessment Framework 2.0.
